Default Parking lights useless?

When I checked my front turn signal light bulb, I noticed it is a 2-intensity bulb (usually 7W for parking lights and 25+W for turn signal).

But I can't find the way to get it lit at parking light-state.

I tried all combinations.....

Is there a way to have it 'on' by just connecting a wire on the side marker lamp?

And where are you located? Rondo models vary widely from countr to country. e.g. Canadian models have always on headlights while US models do not.
