Thats a really old deal, same thing used to be sold to reduce carbon in your engine. Basically, the water vapor turns to steam and at that point knocks the carbon loose from the inside of the combustion chamber and top of piston. It would remove the carbon from an old engine. Current engines, and gasolines, sans tetraethyl lead, don't form carbon like they used to.

This is interesting. I found a site that claims that it can be done.

Run Car On Water

In the past, however when the cost of fuel is high, I actually didn't realize that this kind of technology exist. Most of my friends and I went into the alternative fuel where we bought gas reformulator to help us save on fuel and increase mileage. It works though.
