Gotta agree with mechanicjj here, get the front on jack stands - block the rear tires really well - and get the wheels spinning.

I found out I had warped front hubs that way causing my tranny mounts to fail over and over cause the drive shafts were flapping at high speeds. Still haven't fixed it but at least I know why my steering wheel is jumping.

Update:

Well I just got the call from the "Dealer A". They explained that first, I do not have two bent stock wheels, and also the rear swaybar bushings are not bad like "Dealer B" said.

So Dealer A pulled another set of wheels form a new Rio sitting in the lot, and put them on my car, there was no vibration.

They confirmed my stock wheels balance out fine. They feel the stockers are in A+ shape. The only thing they said left is the tires. The said the tires are not out of round, there are no flat spots, just that its the quality.

I'm beyond words at this point. I have a dealership telling that my brand new Michelin tires are junk. Not thats there's anything wrong with them, but the quality is less than par.

Now while I cannot argue that wheels from another Rio worked fine, I still find it hard to believe "and so does the dealer" that I had this problem still before when I had my OEM Hankook tires on there. I mean there's a reason the stock tires went bald in less than 30k, and that's with rotation ever 5K. I don't hot rod the car at all, or abuse the tires. Something had to cause it.

Costco said they would be more than happy to look at the tires at this point. But if they cannot find anything out of round or uneven wear, there's nothing they could do.

Two set of wheels, two sets of tires, 4 different shops, over 8 rebalances, adding hub rings, I got 4 different answers and everyone pointing the finger at someone else, and nothing has been fixed.

I guess I'll just be replacing my junk Michelin's in about 30K miles, even though they're a ranked amongst the top tire manufaturers and have a 80K warranty.

Just for good measure, I'll try out mechanicjj's suggestion. Cant hurt.

Well I have to eat my own words here. I looks as though I really have "bad" brand new tires.

The dealership yesterday pulled a set of wheels & tires off a brand new 08 rio and put them on my car. My car drove absolutely flawless. The dealership stated over and over there isn't anything wrong with my steel wheels so the tires are the only thing left.

So off I go to Costco, at the bare least they should be able to replace them with 4 good new tires.

Another possibility that scares me, its that there simply may be a engineering defect in the car, meaning it will shake with any other brand or size tire other than what came from the factory.

So there's no guarantee that even 4 new Michelin's again will fix the issue.

well I got the car into Costco this weekend. They found that 1 of 4 tires was out of round. The date code said it was a 07 tire, while the other 3 are 08's.

So they put the 07 on the rear. They're Michelins are back ordered for 2-3wks. So the tire is on the back now, and the vibration is still there, but minimal now. I'm hoping this will be the end of this.

If the bad tire is now on the rear you should feel it in the seat and or foot well area and not in the steering wheel, just FYI. When you move a problem wheel (singular) the vibration should still be detectable but coming from a different location then previously noted.

I agree. If it truly was a bad tire causing it, and was moved to the rear, it should shake towards the rear, not the stearing wheel. But if it truly weren't a wheel issue, then it doesn't make sense why it worked flawless with the new OEM take off wheels + tires from another Rio.

Just to clarify on the vibration, its quite minimal now. So we'll see when they replace the tire if that solves it.
