Cool looking filter. I'll have to go look at mine to try to see what that part your are talking about, but it sounds like it could be the mas-air sensor.(it measures the air coming in, and injects the apropriate amount of fuel) Not having that hooked up to what ever you are flowing air through, could make your car's computer think that you are not getting enough air, and therefore not give enough gas. Like I said, I'll have to look at mine to see if thats what it is.
One thing I noticed is that, by having the filter like you have it, you are acctually pulling in air that is hotter than what the factory air intake would do. If you look at the way it is from the factory, the filter box gets its air from a tube that runs to the outside of the engine compartment. The air that is in the engine compartment, is hot. Your filter is currently in the hottest place, and therefore drawing in hot air.
-What you may want to try is; Enclose the new filter in a box, or a box with the top open(closed hood closes the box), then try to make a pipe or tube that conects the filter box to a cooler area, such as the wheel well. You also need to make sure that your intake point, is not in an area that would get water into it via rain, or splash from road.
_Option 2, Get a K&N filter that fits the factory box
