Default 2006 Kia Sportage 6 Cylinder

When the Car is started the engine revs really high and has to be shut off. The brakes also lock up. Any suggestions?

First guess on high engine revs - throttle cable stuck somewhere or sheath too long. Second guess - throttle valve not closing due to interference (gum or varnish buildup maybe).
Brakes locking up - no idea. They're hydraulic. Something has to supply pressure to have the calipers clamp onto the disks.
Was this car wrecked?

The disks can and do hang up in the slides (rust build up) and the caliper pistons can also bind and cause brakes locking up. On hard episode of slamming on the brakes will supply the pressure needed to lock them on. A teardown and inspection is needed to find the trouble spots.
