My CEL is on and this is the code that was pulled from my car. Can anyone tell me what this could mean or some possible solutions?

P1673
Cooling fan circuit malfunction
Threshold Value ~ Circuit continuity: Open or shorted
Enable Conditions ~ NA
Time Requirements ~ Continuous
MIL Illumination ~ 2 driving cycles
Related Items
1)Faulty Cooling Fan Relay.
2)Open between Cooling Fan Relay and ECM (C254-22).
3)Short to B+ or GND between Cooling Fan Relay and ECM (C254-22) or Under Hood Data Link Connector (DLC) (C125-2).NOTE: If shorted to GND, Cooling Fan will all the time with ignition on.
4)Open between EGI Main Relay and Cooling Fan Relay.

STEP
INSPECTION
Y/N
ACTION
1
With ignition off, remove Cooling Fan Relay from Engine Compartment Fuse/Relay Box (ECF. Measure resistance between terminals 86~85 (approximately 80 ohms).
Is resistance as specified?
YES
Go to step 2.
NO
Replace relay.
2
Disconnect negative cable from battery, positive cable from ECFB, and C254 from ECM. Remove ECFB from bracket and disconnect C192 from ECFB (black 68 cavity connector in middle of fuse box). Measure resistance between C254-22 and C192-14 (less than 1 ohm).
Is resistance as specified?
YES
Go to step 3.
NO
Locate source of high resistance or open and repair as necessary.
3
Measure resistance to GND at C254-22 (infinite resistance).
Is resistance as specified?
YES
Go to step 4.
NO
Locate source of short to GND between C192-14 ~ C254-22 or C192-14 ~ C125-2.
Repair as necessary.
4
Reconnect C192 to ECFB, positive cable to ECFB and negative cable to battery (leave C254 disconnected and Cooling Fan Relay removed). Turn ignition on and measure voltage at C254-22 (0v).
Is voltage as specified?
YES
Thoroughly check for loose, bent or corroded terminals between C192-14 and C254-22.Test-drive vehicle per step 5. If all harness related sources of shorts and opens have been eliminated and pending code returns (or cooling fan does not operate) replace relay and than ECFB (if relay does not repair vehicle).
NO
Locate source of short to B+ between C192-14 ~ C254-22 or C192-14 ~ C125-2. Repair as necessary.
5
Clear codes and return vehicle to original condition. Verify any repairs by driving vehicle with KIA Data Pro connected to OBD-II connector and monitoring for pending codes (refer to section 3 of the KIA Data Pro Generic OBD-II Program Card reference manual).

Yeah, the website I had posted beforehand is great. It's a Kia Tech website so it lists EVERYTHING they use and it's actually really easy to access. Kia Shop Manual
