That is not a powered antenna.

The rubber tube is a dust cover, so that the lubricated telescopic antenna does not suck in dust from the trunk/boot and to direct any water ingress to the low point drain in the trunk.

The thin black wire with the round connection lug is the screen ground which must be grounded to the car body, and the other larger connector connects to the radio's antenna extension cable.
