Seen a 2001 Rio forsale for a $1000 has 200, 000 km on it ,automatic, car is in very good condition.(she had it given to her last year and doesn't want to fix it now)
Conversations with lady says she came out from work car won't start.She says all lights come on but just doesn't do anything else.She says it needs a starter, hasn't taken it to a mechanic or anything, thats what she thinks.
Is there any easy way to check to see if its just the starter ?
Other options could be timing belt or ??Any ideas, ways to check don't really want it i have to put a motor in it.

You can give the starter a few good taps with a hammer, there's times where brush materials short out the system. Also, check the cable from battery to starter with an ohmmeter to ensure it's good. Ensure the battery is grounded as well, i'm not sure about the auto but on the manual it's grounded to the tranny bellhousing. No ground = no start. Also, try a newer batter in the car or try boosting it.
If you put the car in neutral you should be able to turn the engine by hand at the crank. It's a easy way to determine if the timing belt is gone or not. If the engine won't turn over by hand, then the chances are good the damage is done. If you can turn the engine by hand at the crank (should be kind of hard do to pressure in cylinders), then the t-belt should be fine.
Ok went and looked at the car, this is what i could find out.
Car needs battery, when i boost it it turns over but does not start.I can hear the fuel pump, i unhooked line from far side of filter lots of fuel flowing through filter.Also unhooked line before fuel rail fuel comes out of there.
But when you crank it over doesn't want to start, Or if it kicks over it sounds like its barely running tehn stalls. Also took the airfilter cover off and when i cranke it over it looked like a puff of white smoke came out of the air box.
Does this sound like a timing issue ???

take the timing belt cover off the side of the engine and see if the belt is really loose or broken. if it's broke in anyway you could go buy a new belt and put it on and try to see if it has compression but the rio has an interference engine and it's very possible the engine is gone.
It turned over pretty easy with a boost.I also noticed when turning it over when it wanted to start it would almost kick of the starter and everything would die.(hard to explain)if that helps ??
There is 40 000 km on the timing belt she showed me bill changed at Kia dealer.

if it is rolling over and you dont hear anything out of the ordinary, chances are it isnt the belt. I have had problems with the TPS and Air temp sensors on those. Try holding your foot to the floor and see if it starts.
