In a kia mileage is stored only in the cluster, so the mileage stays in the cluster's memory. Other marques have different strategies to thwart tampering, GM stores in the ECU and the cluster, also the ECU and Cluster are branded with the VIN, mileage on the cluster does not update from the ECU, but at lease return the ECU is checked actual mileage is verified. Ford generally uses the cluster (in most not all models) to store the pats (passive anti theft system) key code, swap clusters and the car (pats equipped) will not start, of course it can be programmed to work with a good service tool or rotunda.
It is against Federal Law to tamper with a car's mileage, don't do it.
