It also might be important to know that for the first 2 weeks i had the car the maf and IAC connectors were switched which I believe may have messed up the maf

I also want to know about the maf now the manual says Rev up engine and verify that voltage varies between 3.0V~4.0V

Well when we rev it up I get 1.2v ~ 2.8v So if the voltage is lower then stated is that the maf problem or a wiring problem?

I recommend that you do one thing at a time, and I'd start with the vacuum problem.
If you have a leak on the intake manifold then this air will not be measured by the MAF and explains why the MAF reading is low.

If the MAF signal is responsive, then I'd accept that it has not been destroyed by the connectors being switched.

Also make sure that the flexible intake pipe between the MAF and the throttle body is leak free.

Once again I cannot find a leak. I have removed and reattached the iac, tps, ats, throttlebody, checked all the vacuum lines, checked all the bolts on the intake manifold and I cant find anything

I would take it in and get them to do a smoke test and see if they can find any smoke coming out of any vacuum hoses. Your problem really sounds like a vacuum leak. Everything points to it

Default rough idle

Lookong at alldata the Rio has a recall on reprogramming the ECU for better driveability.My wife has a Rio and it is do same thing,i was told to try the ECU reprogram.I to am at witts end with this car it only shows one code 170.

i had a similar problem with my old 89 mx6 (which suspiciousley shares alot of design layout with the rio) I reccomend removing the entire air intake everything from the hose to the filter housing. examine it. looks for cracks, gaps and holes. I kid you not i did everything i could think of to my old car when it did this and all it took to fix it in the end was 6 inches of ducttape. check it out, hopefully its a cheap fix.
