2002 Kia Rio weird problem

Ok I bought a 02 rio with broken timing belt. Car has been sitting for 7 years has 74000 miles. I rebuilt engine head I rebuilt with new valves seals and surfaced has 180 lb compression on each cylinder. I drained fuel tank cleaned it out replaced filter and fuel pump blew out lines. I changed mas air flow and idle air sensors. Car will start and run as long as I give it gas will drive down road fine but if I rev it and let it go to idle on its own it will die as soon as it drops to idle. If I drive it for several miles it will idle fine. Let it sit for a little while and its back to dying at idel. Any suggestions I have done all i can think of.

Well, if you're sure that the Idle Air Sensor is OK, then check for clogged Catalytic(s) / Exhaust, Clogged Air Filter, and also if the Check Engine Light is ON, give here the Codes.

Clean the fuel injectors or buy some quality re-built ones..
The car sat with old fuel in the rail and I'd bet the injectors are plugged.

I have seen other posts about KIAs sitting for an extended period of time and the cure usually is the injectors.

I believe that JesZek meant IAC (intake air controller) valve... It controls the amount of air being allowed into the engine at idle..It is not uncommon for this valve to get carboned up and frozen in place or sticking causing poor idle...

The ECU/ECM/PCM (call it what you will) is usually pretty bullet proof.. I have seen MANY posts about replacing them and it NOT being the cause of the problem.. They usually don't fail...

You might want to check the coolant temp sensor also with an OBDII scanner... They DO go bad and then tell the ECM it's either too hot or too cold and the air/fuel mixture is mixed using this reading in the formula..

Coil packs, spark plug wires, and plugs are also problems.. The coil pack primary wiring connector is made out of plastic that degrades with time and the connections become loose. The spark plug wires carbonize and the high voltage bleeds off to ground... The plugs in KIAs should be either NGK or Denso platinums... DO NOT use any "specialty" plugs like Bosch multigaps...KIAs DO NOT like them and will misfire and run poorly with them...

Read live data on my obd reader and 02 sensor was reading 0.010 now I know with that low reading the ecu would adjust the fuel trims causing it to run rich could that be the cause of the stalling at idle also if I hold throttle at say 2000 rpms it revs up and down on its own. Im thinking its flooding do you agree

It finally gave a code p1166 I have changed out 02 bank 1 4 times with used ones I had that I know are good same readings 0.010 jumps up to 0.050 get it around 2000 rpms and it reads 0.800 jumping around. This thing has me pulling my hair out. Ive worked on a lot of rios and never had this much trouble. I held it at 2000 rpms for several minutes it would jump between 2000 up to 3000 rpms on its own then after holding it there it will all of a sudden after several minutes jump up to 4000 smooth out and would idle turn it off and restart and wont idle. I changed ecu no change.

P1166 points to the IAC... and your stalling and jumps and drops in RPMs also indicate that the IAC is at fault.... You can clean them till you are blue in the face and still have a bad IAC...The shaft wears and then they randomly stick... The ECM try to move the valve and it then OVERSHOOTS where it was (either higher OR lower)...
I's replace it with a NEW one...

Thanks dave I took the IAC off today and wacth the door inside when key was turned on and off hooked up another one the door on first one was slower opening and didnt open as far and would not shut as far so I changed it. Still no luck. I have a reader that can read live data what readings should I look for on fuel trims and 02 my 02 bank1 is 0.010 and bounces up to 0.050

Another stab in the dark here, been chasing my P0171 issue and feel like i'm just chasing my tail. Just changed the plugs in my car, one of the plug wires wasn't fully locked on... Verify yours are. I had to pull the boots up, snap them on then adjust the boot. Car runs much better now 0:)

TPS maybe?

The only thing I haven't gone for yet is the throttle body, could be a leak in the gasket but it'll have to wait til I get more time.

Good...we have new ideas coming in...
Usually the TPS going bad will cause the CEL to come on with a vengeance... FLASHING in your face... The ECM doesn't like it when the TPS is disconnected or has failed...
If the ECM cannot "see" where the throttle actually is...it gets nervous as you could possibly have a throttle stuck wide open and the driver may be fighting for his life on a highway road... so it responds pretty quickly... Even if there is a "flat spot" where there is no feed back to the ECM it would FLASH the CEL during that time...

You might try a NEW (from KIA) TPS but I just don't think that is where your problem is.. Aftermarket TPS units have not worked well in RIOs as their resistance values commonly do not match the original values and the ECM can't make heads or tails out of readings it doesn't know how to interpret them.. (not in the computer's memory map).

The fuel trims (both long and short) come off of the primary O2 sensor...
Now the downstream/secondary/02 O2 sensor readings should be pretty stable as it is just confirming that the first catalytic converter is doing it's job of reducing emissions...
The 01 O2 sensor is where the variations should happen (both in the A/F mix and also the emissions readings on the OBDII scaner.. The readings off of the secondary O2 sensor should have nothing to do with the air/fuel mix only the reading off of the primary O2 sensor should result in changes to the air/fuel mix...

I may be responding to some other readings you may be posting...and if so i'm sorry...

Ok heres where im at I replacec IAC IAT MAF when I start car idles low and after a few mins will stall if I push pedle to floor boggs and stalls. But if when I start car if I hold rpms at any above 1000 rpms they will go up and down and after 30 seconds rpms up on there own and after that happens everything is fine idles fine can push pedel to floor with out stalling drives fine but if I cut car off and restart back to the beginning stalling untill I hold rpms up untill they raise on there own. 02 sensor bank 1 is reading as it should bouncing from 0.500 to 0.800. Drove around about 15 miles no codes yet the 1166 code was coming before in just a few mins running in shop. Anyone got and idea here im at witts end.
