Default idle prob when touching ECT wires

im having prob. with the car hard starting and idle prob. when touching the ECT wire.
i can watch on my scanner as the throttle position moves +/-.
does anyone have any idea as to why this is happening?

The ECT has a direct relationship on how the PCM/ECM controls the fuel pulse.

Make sure the contact is clean, secure and no break/grounds/shorts on wire... Philip

dtc p1115 keeps coming up, the connector to the ect is good.
where should i look next?
