97 Sportage starting issue

I have a 97 Sportage. About once every 20 starts, it will not turn over. I have power to everything but it makes no sound at all when I try to start the engine. I will disconnect the neg from the battery for a few seconds and it will start perfectly after that until it acts up again. I don't think it is the starter itself since it is not making a noise. Could it be the relay or motor starter? I see the motor starter on the starter itself but can not locate the relay.

Check the ground cable on the battery to the frame of the car. remove wire brush and reinstall.
