Hello - To ensure that the rear wheels are really stuck, you should jack up or raise the rear of the van so both wheels are off the ground. For safety reasons make sure that the front wheels are stopped with blocks or wheel wedges.

With the brake off or pull handle pulled, see if you can spin the rear wheels by hand. If not, then you will have to remove both wheels and check the emergency brake cable to see if it is tight or loose with lots of slack. If there is slack, try to pull on the cable manually to disengage the brakes. If the cable is taught, you may want to see if you can find the source of the binding. If the source is within the brake drum, you cannot remove the drum until the shoes are released from the drum. Take a big hammer and start to hit all around the drum to try to dislodge the shoes.

3 days in the rain does not seem like the shoes would have rusted to the drums. I still think it is in the cable itself. May only be coincidence that you had the van parked for this short period of time.
