The ignition timing is fixed and cannot be adjusted. It is an entirely electronic system and all timing advance/retard is controlled by the ECM (Engine computer). I disagree that it is a "dumb" system. It is actually a very good system and very precise. What sort of problem do you have that makes you think you need to adjust the timing?

The fuel filter SHOULD be bolted to the frame rail just below the intake manifold side of the engine. It is a large cylinder shaped object with fuel lines entering each end. The reason I say "should be" is because you are right hand drive. I am familiar with left hand drive and that's where it's located on those models. But on right hand drive the steering shaft might be in the way. So you may have to look around for it.
